What is an Apostille?

If you're needing a document notarized for use outside of the United States, you've probably heard the term apostille. An apostille is a special certificate issued by the Oregon Secretary of State that authenticates the signature and seal of a public official (like a notary public) on a document. An apostille ensures that your notarized document will be recognized in countries that are a part of the Hague Apostille Convention (an international treaty that simplifies document legalization across borders). Without an apostille, your document may not be accepted abroad, whether it's for legal, business, or personal reasons. 

 

Authenticating Documents Notarized in Oregon

The Oregon Secretary will only issue apostille certificates for: 
  • Original, "wet-ink" notarized documents that have been correctly notarized by an Oregon Notary Public.
  • Copies of documents (such as passports, driver's license, or other records) that have been certified by an Oregon Notary Public.
  • Documents that are improperly notarized will be rejected and will not qualify for an apostille.
  • Remote Online Notarizations (RON) are currently not accepted for apostille or authentication purposes in Oregon. 
  • FBI background checks cannot be processed through the Oregon Secretary of State. These must be submitted directly to the U.S. Department of State in Washington, D.C. 

Authenticating Oregon Vital Records

When you need a vital record of a birth, death, marriage, or divorce certificate authenticated, you must first get a certified copy of the record from the Oregon Center for Health Statistics or the Oregon county where the event took place. The certificate must be an original certified copy and cannot be a photocopy. Original certified copies of marriage or dissolution of marriage certificates are available from the Oregon Center for Health Statistics. Documents from the county must include the printed name of the clerk certifying the copy to be authenticated.
